Chairman Richard Aries called the meeting to order at 7:00 p.m. The following actions were taken during the April 16, 2013 Special Meeting of the Water Pollution Control Authority (WPCA).
B. NEW BUSINESS
1. GDS Estimating, 470 Governors Highway (Approval to Connect)
Mr. Chris Eseppi of PDS Engineering & Construction, Inc. was in attendance to represent GDS Estimating. He explained that this project received approval from Inland/Wetlands Commission and from the Planning and Zoning Commission. This is a proposed commercial building of approximate 13,000 square feet of which an 8,125 square foot building will be constructed during Phase 1 of the project. Mr. Eseppi also explained that this business is a glass company which fabricates glass doors, windows and so forth. There are no floor drains proposed. Mr. Eseppi proposed using 92 linear feet of 6 inch pvc sanitary sewer lateral at a 2% slope, which includes installing a sanitary manhole for monitoring purposes in the right of way as requested by the Town’s Engineering staff.
Motion was made to approve the application as presented for connection to the Town’s sewerage system for a proposed commercial office building located at 470 Governor’s Highway, as more specifically shown on plans entitled “GDS Estimating, Property Resubdivision & Site Plan Approval Application, 470 Governors Highway, South Windsor, Connecticut 06074”; Prepared by PDS Engineering & Construction, Inc., Bloomfield, CT; Sheet C-100 “Site Grading & Utility Plan”, Dated: 2-20-13 and revised on 3-20-13 and 3-26-13. This approval is subject to the following conditions: (1) Technical approval of the Town of South Windsor Engineering Department; and (2) Final Authority approval and acceptance of the sanitary sewerage connection will be conditional upon the installed
sewer line having been inspected by the Town staff, and upon the written verification of the Town staff that said sanitary sewer line was installed in substantial conformance with the design plans approved by the Authority, and meeting all regulations and appropriate technical specifications relating to sanitary sewer construction.
